Does anyone have any idea what this strange flashing UFO / Ovni was? It was seen over Palmira, Colombia on the 3rd of August 2012?

The film is very good . Note the swaying wobble back and forth . This suggest a point where thee object may be tethered to a balloon . If so the balloon would not be seen because of the lack of lights . Or it might even be possible that the object is hanging from something else , pole , power lines , extra . If it is a balloon , then it is probably tethered to the ground also with kite string .
