This may have been a dogfight Perhaps looking out from Al Basrah between the top objects/crafts they all seem to be directing fire to a single target in the middle (the light flashes are the weapon fire). There was U.S occupation in Al Basrah at the time so it may have been filmed by them judging from the English numerals. The only question is what is being fired upon? Because this object is getting hit but not falling.

They are flying and look like Chinese lanterns! How can anyone think different!
